S.M. Herrington¹, T.D. Fields¹, O.A. Yakimenko, Naval Postgraduate School, United States; ¹University of Missouri-Kansas City, United States

This paper discusses the development and testing of a steerable system based on an inexpensive cruciform canopy for precision aerial delivery. System identification was conducted with full-scale tests in the NASA Langley vertical spin tunnel followed by outdoor flight tests. The paper also discusses the guidance and control architecture and addresses several gain-tuning techniques.
