This paper discusses an agent-based model for investigating the interplay of the air traffic control system capacity, demand, and aircraft capability, and resultant delay propagation. This basic model includes primitive representations of air traffic system attributes, and affords a venue to explore their interdependence in a time-dependent, dynamic system simulation.
