In this paper it is shown that ICAO Target Level of Safety is comparable to the probability of coincidence, leading to the Absolute Level of Safety. For the maximum probability of coincidence, a modified TLS standard is needed. The ALS can be proposed as a dimensionless substitute to the ICAO-TLS.
