Based on historical data, the authors determined cost drive factor by using gray correlation analysis theory. Furthermore, the authors proposed the definition of equalation-engineering-value-rate and investigated RDT&E cost model for aircraft especially in early conceptual design stage by applying equalation- Engineering-value-rate method to modify the existed cost parametric model.
