we discuss overall approach which includes the basic philosophy of risk management, the existing safety concepts, tools, methodologies of commercial aircraft as published by FAA/EASA and also the existing experiences of handling hydrogen in other application fields. We develop general ideas and proposals for implementing fuel cells for aviation.
