In 1987 the Chiefs of Staff of the Air Forces of Germany, Great Britain Italy and Spain signed the European Staff Requirement for the Development (ESR-D) of the European Fighter Aircraft (EFA). This document finalised a period of harmonisation of the requirements between the four Air Forces. This paper describes the origins, development and implications of this agreeement.
